End-of-Year Review

The Congressional Management Foundation (CMF) designs and facilitates review and planning sessions for congressional offices. Below is a general description of what this process encompasses. Of course, each office is unique and the CMF analyst will work with staff and the Member to tailor the process to ensure that it best meets the office's needs.

Annual End-of-Year Office Assessment

Few offices in Congress assess their performance from year to year in any kind of systematic manner. Consequently, offices miss the opportunity to discuss:
  • what went right over the year and why;
  • what went wrong and why; and
  • what are the lessons we can learn to improve the office’s performance in the coming year?

Because this type of organizational learning is rarely conducted, offices ignore the data most critical for growth and improvement and find it difficult to improve performance significantly.

Through a facilitated discussion, CMF can lead your office through an annual assessment process that will provide you and your staff greater understanding of:

  • the office’s successes and disappointments over the past year;
  • the critical factors that underscore the office's successes;
  • the critical factors that tend contribute to office failures or disappointments; and
  • how the office can implement changes based upon this analysis to maximize its successes and minimize failures in the coming year.

This process can be completed in a half-day or full day depending on the depth of the analysis the office desires. This exercise ideally should be conducted before your office develops its strategic plan for the coming year, as the conclusions reached will impact the goals the office sets and the strategies developed to accomplish the goals.


Cost

The End-of-Year Review is usually done in conjunction with Strategic Planning (which clarifies goals and creates plans to accomplish goals) but can be the sole focus of an office retreat.

The cost to a House office for design of the agenda, preparation, facilitation and follow-up of an End-of-Year Review is $2,000 for the first day, and $1,000 for the second day.

The cost to a Senate office is slightly higher and varies depending upon the size of the staff, preparation time, and number of facilitators required to effectively perform the work.

If the session is held in the district/state, there will be an additional charge for travel time. All travel and lodging expenses are also paid by the office.

Finally, there is a $50 fee for use of the TeamSmart cards to create office team profile as a team development exercise.
