Policy on Ethical Communications and Congress

A core tenet of the Congressional Management Foundation's mission is to facilitate constructive dialogue between Congress and the citizens it serves. When groups or individuals who engage in practices in conflict with this core tenet seek to participate in one of our training programs or request our services, CMF will decline to assist per our policy on ethical communications practices.

Specifically, we will not assist groups who have been classified as "hate groups" by the Southern Poverty Law Center, and will also not assist organizations who are engaged in unethical or deceptive communications under the guise of advocacy. This latter group includes companies who solicit individuals' email addresses through advocacy petition websites, promising to deliver a message or petition to an elected official, but never doing so.
