Graves' previous, various professional roles as an influence on their ongoing efforts to modernize and innovate their service to constituents. Rep. Graves previously worked on the Hill in both the U.S. House and Senate, as well as in both personal offices and committee roles. He was the first Member of Congress to use Facebook Live as a platform to host virtual Town Hall meetings with constituents. Rep. Graves continues to regularly host these conversations monthly and invites anyone to join and participate. While in the congressional district, Rep. Graves' office also hosts "Grubs with Garret," where he shares a meal with constituents and discusses their priorities, frustrations and ideas in a small group setting.

moulton headshotOffice-wide innovation is built into Rep. Seth Moulton (D-MA)’s daily operations. The office was one of the first congressional offices to utilize Slack in 2015.Operational processes are kept up to date in an annual audit of their extensive library of standard operating procedures (SOPs). To ensure Rep. Moulton is reaching each quarter’s scheduling goals, the operation steam tracks his time by categorizing each event in the official calendar and tagging it by category (O for Official, D for District, C for Communications, etc.). Each quarter, tags are reviewed and total hours in each category are analyzed to optimize Rep. Moulton’s time in the future and ensure targets for engagement with district stakeholders, constituents, staff, and outside groups are met.

The casework team uses digital tools to track constituent engagement, as well as to simplify casework processes. The office’s legislative team has developed an elaborate tracking system for both en bloc amendments and appropriations letters, which better enables them to organize, follow, and write vote recommendations for a high volume of legislation/appropriations requests. Rep. Moulton encourages the team to look for ways to innovate and streamline processes and develop better resources for the public and staff alike. In 2019, the office was highlighted in a report by the Beeck Center for Social Impact and Innovation at Georgetown University as a national example for next-generation constituent services. The report cites the office’s use of collaborative technology like Slack and video conferencing to better deliver for constituents, spot patterns in constituent casework, and shape policy that addresses the root causes of the difficulty people are experiencing with the government.
